Dr. Paul Ryan

Dr. Paul Ryan heads the Department’s International Finance Division. The Division supports Minister for State Eoghan Murphy in his responsibility for international financial services, specifically the development and implementation of policy for the IFS2020 Strategy. This is a whole-of-Government approach, jointly developed between the public sector and industry, to drive the growth and development of International Financial Services in Ireland by making it a global location for these activities.
The Division also manages Ireland’s membership and relationship with International Financial Institutions (IFIs) and climate change/climate finance issues. The IFIs include: IMF; World Bank; EIB; EBRD; CEDB; ADB; AIIB; AfDB; and GCF. Finally, the Division is responsible for the Department’s Risk Management and Compliance functions.
Previously, Paul was responsible for Civil Service-wide Shared Services Payroll and banking projects which modernised and centralised these services across Government Departments and State Agencies. He also led the Department’s Finance & Corporate Directorate and he has worked on tax policy, budgetary policy and debt management. Paul has experience in a number of other Departments including: Education & Science; Environment & Local Government; and Justice. He also holds qualifications at BA and PhD levels along with studies in Accounting & Finance and Strategic Leadership.
